On June 14, 2024, the U.S. House passed a bill that mandates automatic registration for selective service for men aged 18 to 26. This significant measure, part of the annual National Defense Authorization Act (NDAA), aims to streamline the process and ensure fairness in any potential future drafts. According to Fox News, the NDAA sets the U.S. military and national security priorities for the upcoming fiscal year, authorizing $895.2 billion in military spending—an increase of $9 billion from the previous year.
Although the draft hasn’t been activated in over 50 years, all male U.S. citizens must register for selective service upon turning 18. Failure to do so results in being classified as a felon. Furthermore, both American citizens and non-citizens are required to register if they apply for academic scholarships or certain jobs. This amendment seeks to reduce bureaucratic hurdles, prevent legal issues for citizens, and save taxpayer dollars currently spent on prosecuting registration violations.
Rep. Chrissy Houlahan, D-Pa., spearheaded the amendment, which passed overwhelmingly in the House Armed Services Committee with a 57 to 1 vote. “By using available federal databases, the [Selective Service] agency will be able to register all of the individuals required and thus help ensure that any future military draft is fair and equitable,” Houlahan stated, emphasizing the measure’s cost-saving benefits.
Financial and Operational Benefits
The NDAA includes various provisions aimed at enhancing military readiness and efficiency. Rep. Houlahan highlighted that automatic registration would allow resources to be redirected from administrative tasks to critical areas such as mobilization and preparedness. “This will also allow us to rededicate resources towards reading readiness and towards mobilization… rather than towards education and advertising campaigns driven to register people,” she explained.
In addition to addressing selective service registration, the NDAA proposes the largest-ever military pay raise, with a 19.5% increase for junior enlisted troops and a 4.5% increase for others. The bill also allocates funding for two new Virginia-class submarines and the creation of a drone force within the U.S. Army, reflecting a comprehensive approach to bolstering national defense capabilities.
Despite the House’s approval with a 217 to 199 vote, the bill faces potential challenges in the Senate. The Senate’s reception of the NDAA remains uncertain, indicating that further negotiations and revisions may be necessary before it becomes law.
